وضعیت کارگران جنوب شرق آسیا در کشورهای عضو شورای همکاری خلیج فارس (با تأکید بر راهبردهای رسانه‌ای)

چکیده
کارگران مهاجر جنوب شرق آسیا بخش مهمی از جمعیت کشورهای عضو شورای همکاری خلیج فارس ازجمله عربستان سعودی را تشکیل می‏دهند. آمارهای سال 2019 نشان می‌دهد از مجموع حدود ۵۶ میلیون نفری که در 6 کشور شورای همکاری خلیج فارس (عربستان سعودی، امارات متحده عربی، بحرین، کویت، عمان و قطر) زندگی می‌کنند، بیش از 21 میلیون نفر را کارگران خارجی تشکیل می‌دهند. با توجه به این وضعیت، سؤال اصلی مقاله پیش‌رو، این است که با توجه به مفاد اسناد حقوق بین‏الملل بشر ازجمله «کنوانسیون حمایت از حقوق کارگران مهاجر و خانواده‏های آنها»، وضعیت کارگران جنوب شرق آسیا در کشورهای عضو شورای همکاری خلیج فارس به‌خصوص عربستان سعودی چگونه است؟ این مقاله با روش توصیفی- تحلیلی و با استفاده از داده‏های کتابخانه‌ای، اسنادی و اینترنتی و همچنین مصاحبه با تعدادی از کارشناسان و محققان عربی و آسیایی انجام شده است. یافته‌های این تحقیق نشان می‌دهد که کارگران خارجی در این کشورها به‌خصوص در عربستان سعودی با خشونت ساختاری نظیر شرایط نامطلوب کاری، بازداشت و شکنجه، احکام ناعادلانه قضایی و اعدام گسترده مواجه هستند و با این افراد به‌مانند برده رفتار می‌شود، اما نظام کفالت موجب می‌شود که این افراد از حق شکایت محروم باشند.

The Situation of Southeast Asian Workers in PGCC Countries (Proposing Media Recommendations)

چکیده English

Southeast Asian workers constitute an important part of the population of the Member States of the GCC, including Saudi Arabia. Statistics for 2019 show that out of the approximately 56 million people living in the six Persian Gulf Cooperation Council countries; Saudi Arabia, the United Arab Emirates, Bahrain, Kuwait, Oman and Qatar, more than 21 million are foreign workers. In light of this situation, the main question of the present article is that in view of the provisions of international human rights instruments, including the Convention for the Protection of the Rights of Migrant Workers and their families, how is the Status of Southeast Asian Workers in the PGCC States especially in Saudi Arabia? This descriptive-analytical study was carried out using library, documentary and internet data as well as interviews with three Arab and Asian experts and scholars from the Islamic Republic of Iran who attended Qom University. The findings of the study show that foreign workers in these countries, especially in Saudi Arabia, face structural violence such as unfavorable working conditions, detention and torture, unfair judicial verdicts and widespread executions and are treated like slaves, but the custodial system make them deprived of their right to sue.
