This is a qualitative study investigating the role of social media in enhancing Iran’s international cultural relations, with a focus on the capacities and challenges of digital cultural diplomacy. Through in-depth, semi-structured interviews with 18 experts in the fields of culture, media, and diplomacy, this research highlights the key affordances of digital platforms, including rapid information dissemination, cultural promotion, and direct international engagement. However, it also underscores significant challenges, such as information security risks, misinformation, and platform restrictions. The findings suggest that social media platforms can serve as effective tools for cultural diplomacy, enabling the projection of a positive image of Iranian culture and values globally. To fully leverage these platforms, the study recommends the development of comprehensive strategies centered on content localization, capacity building, and security management. Ultimately, this research argues that a proactive and strategic engagement on social media can significantly enhance Iran’s international cultural relations and improve its global perception.
